Noob question about ArcadeVGA

As far as I know, the ArcadeVGA card is capable of driving 15 KHz arcade monitors. But when I buy a WG-9200D, do I still need the ArcadeVGA card? I own an ATI X800 vga card, and it seems that AdvMame works with this card?

This is a tricky question:
1. The D9200 supports 31KHz so you don't need AVGA to use the monitor. Any VGA graphic card works.
2. When playing mame games you often want to use "odd" resolutions like 336x240. Normal VGA cards don't have these resolutions built in so you need to use advancemame or powerstrip to set them up. AVGA got many of these "odd" resolutions built in so it is the easiest way to start.
(I don't think svgalib works with the X800 so advancemame is probably not an option for dos/windows)

Also look at this page "http://www.retroblast.com/articles/monitor.html". The page shows a comparison between 15 and 31 KHz on the same monitor.

If I had your setup I would have keep the X800 and use powerstrip to create the "odd" resolutions I need.
I would set it up the resolutions in such a way that horizontal games are played at 15KHz and vertical games at 31KHz. (That way it is possible to play both horizontal and vertical games without stretch)
