No, that's fine. ZiNc offloads some hardware rasterising to the video card, but doesn't require nearly as much power as yuo'd think. You don't need a $500 uber-card for ZiNc. With your 3.4GHz P4 that setup should be plenty.
As mentioned, the sound emulation in Tekken3 under both the MAME driver and ZiNc (I believe it's the same author for both) is still troublesome. If you find performance lacking, turn off audio and see how you go.
As mentioned, if it's JUST tekken3 that you're after, buying the board is probably a much easier alternative. Check the forsale forums here, and ebay.

Just searching eBay-AU now, I see Tekken3 for PSX/PS2 going for as little as AU$5 (US$3). Bargain.
