i was going to post that i know what you are going through for any of you effected. but while i went through a category 4 cyclone as a kid and there WAS some storm surge my town was above sea level so it drained pretty quickly. but this New Orleans thing! geez, its really awful. my town was transformed when it was rebuilt, i can only guess that new orleans is going to be totally different.
about the martial law thing. its not surprising really, happens in most disaster zones. happened in my home town in WWII and after cyclone tracy. seems totalitarian but people are people and anarchy has an easy foothold in extreme circumstances...
