Some help with Visual Pinball Launcher please

I am trying to set up the launcher for Visual Pinball (vp-launch4.exe) and I've run into a brick wall.

Here's the scoop,
I've set this up fine on my desktop PC.  MameWah with Mame and Visual Pinball.  Now I've tried to copy the same set up on my standalone mame arcade PC and I keep getting this error:

Run-Time error '429: ActiveX component can't create object.

Now my arcade PC is shelled into MameWah so I get no desktop at all.

Could certain drivers that should be loaded during boot not loading properly?

I've even tried testing the laucher seperatly of MameWah, but no luck, same error.

Now, I installed the launcher when I was in a shelled boot by running explorer.exe through a new task (Ctrl Alt Del).  It then asked me to reboot which it did and shelled my MameWah boot again. Could this be the problem?

Any suggestions or links that may assist would be great
