? Can any kind of tunning/cap kit improve this any or is it a lost cause?  Cab is local and thinking of picking it up. Just want to know if this monitor has hope or not.  (its the original monitor from a TMNT 4P upright btw)

If you're talking about the "worm wiggle" (Herringbone) pattern in the picture it's a simple fix. The game power supply is probably missing the jumper wire between the "FG" and "Com" screw terminals on it.

Im talking about the bad distortion you see on the left side there.  If thats what you mean by worm wiggle then yes. And much thanks.  Will likely be requesting some help on it when I get it

Why would you jumper these two?  Doesn't that defeat the purpose of the earth ground?  Or am I confusing something?

There is a slight difference in ground potential. Connecting those two terminals together eliminates that. This of course assumes that there is a properly connected and properly working isolation transformer in the game cabinet. This also assumes all cabinet ground wires (coin door frame, metal control panel frame, monitor frame, etc.) are connected and that the game power cord has a 3 prong power plug.

small update, the monitor actually finked out before I went to pick it up, the guy replaced the chasi and some components and the cabs power supply.  So hopefully I wont have to do that myself
