Image sizing/shaping technique question...

In a post a while back, someone took an image that wasn't square (marquee or CP image), and somehow adjusted it so the proportions were correct.

Anyone know how to do this with either Photoshop or Illustrator?

I know how to do basic cropping and resizing of images in photoshop, but I have no clue how to, for example, make the top of an image the same size as the bottom of the image.

Any help appreciated.
