MAME not taking up full screen

Well, in the quest for a fancier frontend (I usually use GameLauncher), I am trying to switch my main MAME cabinet over to Windows.  I'm using a fresh install of win2000.

I am currently using Atomic FE.  I have all but one issue ironed out with it.

My current problem, is MAME won't display most of the games full screen.  Most vertical games take up about 50% of the screen, and they are VERY squished top to bottom.  MK is proportioned correctly, but only takes up about 2/3 of the screen.  Then I noticed some other games only take up 2/3 of the screen, they reach the top and bottom but not the sides.

I'm using Mame for windows, version 0.69.  I think there might be some changes in newer versions, but I'd like to stick to this version (or near it) because it loads the games instantly on this PC.  The 0.9X versions I have used, even with skip_validitychecks set to 1, still take a really long time to boot.

There are so many display settings in mamewin.ini, and it seems like I have tried so many combos, but none work.  If I turn on D3D, the screen gets the right size (at least, in some games), but MAN does it kill performance.

The VGA card is an older PCI ATI card.  I think Windows has used the RageII drivers.  It has a TV out, but I'm not using it.

Does anyone have some suggestions that worked for them?  I never had any of these problems in DOS (ironically!)

did you set hwstretch  to 1 in your mame ini file?

Yeah, hwstretch doesn't seem to do anything.  Though, I'm sure the card is capable of it, because when I first tried Golden Tee with mamewin 0.9X, it was obvious the card was doing the stretching (it was smoothed).
