Any sound? Sound means the board is working but something else is wrong.
Is there a light on the board to indicate power?
You could have a short somewhere.
As was suggested, make sure all chips are firmly inserted.
Look for any part that may have broken (little broken leg for example). Look for bent parts touching other parts (causing a short).
Also, it's probably time to get a multimeter and see if there's any power at the harness when its wired to your board. If there is a short, most power supplies like yours will "shut off", therefore giving you readings of 0v. That will at least hint to you to find a short.
If you have power, then you know it's something really wrong with the board. Unless... the power is too low. What's the +5v read? If low, you may need to turn it up slightly, and you might find the board coming to life (doubtful though).
