s-vid shaky picture problem

I recently purchased an S-Video cable to test out my computer to TV option of building a MAME cab.  After getting the thing to work, I noticed that Windows looked pretty crappy-still readable but blurry.  Mame32 was the same.  The games looked great though: except for one problem.  The screen was "shaking" back and forth.  It wasn't too bad, but I wouldn't want to be playing games for a long time on it.

Cable: MosterVideo 2
vid card: 64 MB AGP geforce 3 Ti200
TV: JVC AV-32D303, however, I woudn't be using this in my cab, I'm going to purchase a 25 incher if I choose TV/s-vid for my video.

Any ideas?
