Is there a way to find out if a game is still incomplete without a sample?

MAME probably will tell you through one of those 'OK' screens.

Also you can check the official GameList (look at the column marked "sound")

http://www.mame.net/gamelist.html

Anything with a (2) next to the word YES requires samples.
NO MORE!!
