Aricade- You got the wrong card if your only pulling 256 colors with that monitor at 800x600 and are getting the "out of frequency range" message.
I use an ATI Radeon 9700 pro and I run it in 16bit color and 800x600 just about all the time. I had out of frequency probs at first as well but I just didn't have my card set right. I did have to go dual display so I could see what I was doing and set it right. I have no probs with stretching size either. Uniform on my end. I'd say maybe tweak sizing options, but it sounds like your running mame on auto res maybe? It'll do that for some games, have it too far left or right, up or down, etc when you have stretch on.
I did have to do a manual degauss as it arrived partially magnetized via the long frieght. But that's not the monitors fault. Damn earth core!

Anyways I've had the monitor for about four months now and it's run solid IMO.
Yeah the frieght company they use on those is pricey for residential deliveries. It's BS, but none of the big 3 carriers will handle a package that size and weight. I got a ship quote from HAPPs before ordering at $120, then they charged my card $145. Thankfully I had the original quote on email and they credited me back.
$50 to ship a "27 inch monitor. Either you lived in the next town over or they got it back from you on the cost on the monitor. lol!
