PC to TV via S-Video= Sloow Rolling

Wondering if anyone can help me out; I hooked my PC up to my 40" Sony TV and its looks good; crisp text and perfect resolution but I have one problem; the picture has 2 lines that roll from bottom to top really slow and its really noticable on dark colors; what is this and how to do fix it? I was thinking it was due to an unsheilded svideo cable, so I went to radioshack and bought one of their gold series svideos (they were out of monster) and that didnt fix it. Im running a ATI Built 8500 AIW Pro. Please help, its getting REALLY annoying!!! Thanks!!

Slow rolling bars rising vertically normally = some kind of ground loop.
