is this whats the burn monitor looks like..http://i13.ebayimg.com/02/i/04/8e/29/27_1_b.JPG  Notice that the screen still display the black images and text even when the monitor turn off..if this is not a burn in, then what is wrong with this monitor? thanks

That tube is completely useless, should be in the trash. The worst screen burn I have ever seen.

Yes that is what we call "burn in" or "image burn".

On top of that, notice that the tube is starting to turn brown rather than the original grey. That means it's been used a whole lot and you're likely to get a fuzzier image out of it. And there's no fixing that once it happens. It's just the signs of old age. Yeah, that thing is trashed.
