If they can put it on your patio, you can do it. A lot of places say you can't put one on top of the structure itself (they don't want it crapping up the "look" of the roofline) but you can put one on your porch. It's considered part of your dwelling.
If they have to drill into the concrete, however, I think THAT'S a different story, and the yard beyond your patio is considered "community property", I believe.
And I knew somone who DID have it inside their house, and it does work, but for such a small dish, it takes up a LOT more room inside than you'd think!
