Are there any C or Basic programming kits available for the Cypress Encore II USB Microcontrollers?

I really haven't been paying attention to them, but a really quick looks like the chips aren't even at the distributors yet.  Maybe a paper release so far. The Dev Kit doesn't seem to be available yet either.

Any reason you need that particular family of chip?
