Arcade Monitor Drivers??

In my newly converted Jamma cabinet, i have a J-PAC and ArcadeVGA card hooked up to my Monitor, which i believe is a Wells-Garden K7000 25" monitor. When it boots to windows, it displays the picture, but has a type of shivering effect, and the writing its quite hard to read, when its using mame to play a game the display is fine, just in windows its not.
The installed Monitor driver is said to be the default driver, and is set to the lowest res 640x480, and refresh rate 60hz. Is there a special Windos XP driver for Arcade monitors?, or do i need to try and lower the refresh and res rate?
