help with adjusting monitor controls

I have a Wells gardner 19K4901 I am trying to shift the picture up some, I see a H. Shift but no V. Shift and a V.Size to shrink it but not move it up or down, there is a dial though that says Vert Damping, what is that?  There there is also a Vert & Horiz Raster shift knobs, what do those do?
