Newby need to select a monitor HELP!!

Hello First off sorry for asking a slow question.
I am building my first Mame machine (Very slow going)
I need a monitor but i am unsure of what to pick.
I would like to a windows based machine to run my Mame and jukebox software.....

These are the recommendations I have Wells-Gardner
WGM2794-U0TS48C, which runs @ 15 KHz, 25 KHz, or 31 KHz.
WGM2792-U0TS19C, which runs @ 31 KHz or 38 KHz.

I don't know which to pick?
Also do i need to get a ArcadeVGA card http://www.ultimarc.com/avgainf.html or can i use any Nvidia / Ati video card.
