If it's an original MsPac board, it doesn't have regulated +5 and +12 V DC running to it, it has 7 V AC and 14 V AC running to the board, that is rectified on board with diodes and 2 transistors to supply the 5 volts to the logic and 12 volts to the audio circuits.
First.. do you have another board to test the monitor out with? Narrow it down to the monitor or the board or the wiring.
If it's the monitor a number of things could be wrong:
- Red and blue guns dead (unlikely)
- Red and blue transistors on neck board dead (unlikely)
- A Heater->(green) Cathode short (likely)
- A shorted resitor or capacitor in the green circuit (possible)
- bad solder joints (especially if it's a Wells Gardner K46xx series
- Bad wire connections between neckboard and main board
If it's the wiring it could be:
- bad connector on monitor end or missing connection
- bad connector in middle of bundle
- bad card edge connector on circuit board
If it's the main game board it could be:
- peeled off trace on red and blue on card connector
- one or more bad chips on board.
Start narrowing it down... like swap the Red for Green inputs.. does the image tint change/
Adjust the screen control on the flyback transformer down (it may be up too high)
