then, please let me know how I would connect this thing up to a TV (or is it specific to an arcade monitor).  Where do all the wires go?

You should ask the seller if it has a complete serial interface.  The small rectangular box on the end of the beige cable looks like a standard microtouch plug which would normally connect to an interface box that converts to serial.  If the converter isn't included you'll need to shop around for one (or maybe there's a way to build an interface?).

You would have to place this over your TV screen as close as possible to the face and secure it so it can't move.  Otherwise you'll have to recalibrate it frequently.  Did I mention you'll need software to go with it?  Ask if that's included too.  It may be a free download.

Take all this with a grain of salt.  I have very limited experience with this type of touchscreen and none of it recent.
