Horizontal Dotted Line???

A friend on mine brought over 2 monitors to work on that both have Vertical Deflection failure. The one in question is a Hantarex Polo. When it is powered on I get a dotted horizontal line, whereas the Hantarex MTC9110 that he also brought over has a solid horizontal line.

We found a faulty resistor that needs replaced on the Polo, but could there be a bigger problem with this one??  I have never seen a vertical deflection problem with a dotted line instead of a solid line.

Please advise.  Thanks
