Is this cheap RGB scan converter any use?

I picked up one of these Covid EZPix 85 scan converters for $20, but is it any good to me? I can't find any details of exactly what it outputs, all I know is it has seperate R,G,B and Sync BNC connectors for output. There's a few of them on eBay but none give too much details.

Do you think this thing crunches SVGA resolutions to an arcade friendly rate? Or have I acquired more useless junk?

It appears to have a rate display.  If it outputs 15Khz, it should be OK for arcade use.

It's not a scan converter. The only thing it "converts" is HV-ync on the input to C-sync on the output. It also convert SOG-sync on the input to C-sync on the output. It's mostly a debug device to read the scanrate of a video source. This device is from 1994 so I don't expect it to work with very high sync rates.
