jpac and ipacutil

i want to program my arcade controls using dosipacutil, im running windows 98. i set the jumper to alt on the arcade vga, and then i booted my computer and ran the dos util. the problem is,

i can use my keyboard to assign buttons but not my arcade controls.

my arcade controls are connected to a jamma interface that connects to the jpac, any help would be much appreciated.
