Anyone use HUGO for TG-16 emulation?

I am currently using HUGO for TG-16, and it works fine.  However, I am unable to get it to work with controllers (Joystick).  Everything seems alright and it asks you to press the corresponding button to map to the function, but nothing happens when I select a controller button.  The controller works for every other emulator that I use, so it is not the controller connection or otherwise, but just cant get HUGO to recognize controller inputs.  Anyone else have this problem or any solutions to this.  I know that Magic Engine is probably better, but did not want to pay for an emulator.  Thanks for any help.
