monitor broken?

if a monitor lights up (shows scanlines) w/ background light, does it mean it is still a working monitor? or is there more to it? thanks

i guess if the signal you are putting in is nothing but scanlines then sure :P but typically this means that your screen control is turned up too bright or other problems depending on the make and configuration of your monitor is.  At this stage all you can say is that you are getting power, you really need to supply more info for a appropriate response.
its better to not post and be thought a fool, then to whip out your keyboard and remove all doubt...
