Monitor has no blue... Need Advice

I just received a P.O.W this morning and was going through Test Mode when I noticed that on the color display page (shows Red, Green, and Blue), that I had no blue. I adjusted teh pots on the back of the neckboard and that only changed the amount of blue on the monitor, yet it didn't make any blue appear in the box.

Could a Cap Kit fix this problem or wolud this be a ROM issue??

Generally a missing color is not a capkit problem. Could be anything from a bad gameboard (no blue being output from the board), dirty gameboard edge connector, brokenblue video signal wire from the gameboard to the monitor, bad RGB color processing chip on the monitor's main board.
