is there anyway to hook a 19 inch color tv to a jamma harness?

Assuming your TV has RGB inputs then yes - failing that you can pick up an RGB to Composite or S-Video convertor.

are the RGB the screws in the back that you use to hook stuff up the old way?  is there a website around that might give info on how it works

No...
RGB are the 3 video inputs on more expensive TVs that are Red, Green, & Blue...

Yeah... RGB isn't very common on US TVs... (At least not that I know of)
