slight display problem

I have managed to get my pc to display a steady picture on the monitor (hantarex mtc 9000) but i seem to only be able to get a dual image on the screen as in the picture below.




The pc is set to output at 60 Hertz and at 640 x 480.
I am wondering if i need to use a program to create a custom resolution or is there something else i am missing?
as always any help will be greatly appreciated :)

I was wondering... If i was to replace the pots on the board controlling the H-shift and h-amp for larger ones, would that allow me to move the screen into the center and correct the size, or would it just have no effect/not work?

it looks like you need a card or program (advance mame) that outputs a 15khz signal so the monitor can use it properly--it looks like your jpac is doing its job and dividing the signal to protect the monitor from blowing up. 
its better to not post and be thought a fool, then to whip out your keyboard and remove all doubt...

not using a j-pac right now as i dont own one yet but gonna order one along with an arcade vga and hopefully get this working as it should be. Thing that makes me curious still is how is it splitting the image if there is no jpac, currently its connected directly to a fingerboard from the gfx card :S
