Can i use mame and mamewah on arcade monitor just with any VGA card(Not an arcadeVga) ?
Does it provide full screen preview for all horizonatal and vertical type games ?

Unless its a hybrid arcade monitor, you'll need a card that can output 15hz.  I think some of the older ATi cards could do this.  And I remember reading something about using certain drivers and what not to get it working.

For my money, the ease of the ArcadeVGA is totally worth the cost of entry though.

BTW I can use a video amplifier (Circuit) to attach arcade monitor with
computer.My friend maked an an external circuit to use arcademonitor, when he built his advancemame base cab.But Windows can not display properly its flicking with a thick black line.Advmenu with advancemame
on dos running fine.   

I also pay him for that cuircit.
I just want to know that  Do i need advancemame ? it is complicated to configure advmame, or i can use Mame with mamewah.

You could use a software like PowerStrip , it doesn't work with all VGA cards, but the most commun one yes.  It modifies VGA mode to output 15khz instead of 31 Khz. 

But the best and the easiest is the ArcadeVGA.

ArcadeVga is not available here in my country,so i can not afford any shipping cost for that.OK.

Here we can use a little circuit between the VGA cable and arcade monitor to avail 15HZ output.That circuit will convert PC monitor signals
to arcade monitor signals. I think if my friend can use that for Dos
advmame so could not i attach for mame with mamewah.

One more quistion.
1) By using ArcadeVga can you easily perform all tasks as you do with
     your pc monitor.

I don't see what mame or mamewah have to do with the hardware aspect of hooking up an arcade monitor with a VGA card.

As for full screen preview:
 mame won't give you full screen preview - but it will play the game in full screen.
 your VGA card better f*@#ing do fullscreen video or you've got bigger problems.
 Your arcade monitor is always full screen but I can't imagine it'll understand how to preview things.
 Mamewah can show a full screen preview of all your mame games. You just have to build the layout.
