Simpsons PCB controller issue

Has anyone ever had a problem with their Simpson's board where the left and right function on all 4 controllers don't want to function?
I have gone into the diagnostic and it seems like player 2 & 3 on the left and right (0 & 1) screen seems to jitter or flicker on and off repeatedly.
Is this just a matter of replacing the stand up ICs in S39 and S40 (page 9 of the manual, upper left)? These parts seem to be pretty standard on these Konami boards.

Yup, it looks to be a very clean board and actually looks as good as new. No dust or any foriegn objects noted on the board.

Yup, I am able to plug up two other Konami 4 player jamma boards to this rig without any issues with controller problems.
