This wheel meets your requirements:

Not sure how well it works on the XBox, but some ov the reviewers liked it.
I didn't think there was such a thing as force feedback on an XBox (?) but this wheel states it converts vibration into feedback! Clever...

I've just bought the Lotus wheel for my XBox - it's ok.
Responsive, no 'dead zone' at the top, but the vibration is weak and the paddle gear shifts are poor quality and don't activate every time I flip a gear.

There are a lot of reviews of wheels on amazon, even for models which are no longer manufactured or sold on Amazon, but which are widely available on Ebay.

The new Logitech one is meant to be brilliant for Gran Turismo 4, and being USB works on PC and PS2. I can't see why this wouldn't work on XBox as this is the case, but I've read no reports of it.
Keep us informed of your search!

Thanks for the info, I like that wheel with the seperate hand brake design, those are hard to find, Ill see what the price of getting one here would be.
What do you think of the Mad Cats MC2 wheel?
