What is a noise filter?

I took apart a computer monitor for parts and where teh power cable plugs in is a small silver box with the power connector and its labeled a noise filter.
Any idea?

some appliances running on AC power in your home send errant frequencies in the power down the wires in your house--the filter suppresses them.
