It is absolutely a completely new system and will be out at the end of this year (officialy, though accidentally, leaked by EA recently).  IBM is making the processor for the new system based on the PowerPC architecture (meaning people who develop games for the Microsoft system are working on Apple workstations, I believe).  ATI is making the graphics chip for them.  Trust me, Microsoft is not being tight lipped on this.  It is a brand new system (and if it wasn't Microsoft could NEVER hope to compete with Playstation 3 or Nintendo's next system.

FYI, Sony is going to be using the IBM PowerPC chip as well as Nintendo.  Sony fumbled the ball big time on over-hyping the cell processor (which IBM has finished BTW).  But Sony couldn't get the cell into other devices as planned to really take advantage of its grid like properties.

Anyway, processor wide, all 3 next gen consoles are going to be on an even playing field for once.   Not sure about the graphic chips used in each though...

ATI is doing Xbox and will once again do Nintendo's console.  Nvidia got the PS3 contract.

The XBOX2 will be offically annonced at the Game Developers Conference this year and it will launch right before XMAS 2005 with a number of titles including a Need 4 Speed Underground of its own
