Tritoch84: That's an ambiguous statement. That may be applicable for other people, but the scenario that dark is in your statement is not correct. He has an Arcade monitor he wishes to drive under Windows as well. Right now, no card on the market other than the AVGA can do this with a JAMMA board. You cannot force a video card to the proper frequency under Windows alone. You can of course output the right frequency inside MAME.

A 9200 works fine with an arcade monitor with the right drivers, but without the extras of the AVGA.
If I was making a cabinet with a dedicated computer and real arcade monitor, I'd go the AVGA route, I only mentioned this because I run a 9200se.
