when i tried to come here through the following bookmarked link http://www.arcadecontrols.com/arcade.htm

Popup HTML page was displayed entitled ROM-Mania with CDs of roms for sales via paypal.

has anyone else seen that??

I haven't.  Have you done a scan w/ ad-aware or spybot lately?
Also, check your hosts file.

There are no pop-ups or such on this web site. There are many spyware type of applications that will scan the content of the site you're surfing to, and run their own pop-ups. You should run:

Spybot
HiJack This!
CWshredder
AdAware

I'd run all 4, and strongly suggest a good firewall (Zone Alarm).
