Problem with display

Hi,
Im a complete noob to this so I hope you guys can help.

Im using a Jpac with Windows 98 a built in VGA card and a wideomaster arcarde machine. The controls work but the video just wont display. I have installed a Voodoo 3 card with the drivers. Do I need to disable to the old video card through the Bios? I cant get it to work on 15hz which is what I need isn't it?

I know a Arcade VGA would work but I want to see if I can get round it before I have to purchase one.

You need to use something like AdvanceMame or Powerstrip to get a video card to output 15Khz.
