Fuse mystery in K7191

I offered to help fix my buddy's chassis after he loaded it up with new parts and it still blows fuses--I'm stumped myself..

So far he's put in a new flyback, HOT, voltage regulator, R103 and a couple caps.  Whats happening is that immediately on power up, the fuse is popping.  I've checked D18-D21 and they check fine, i've doublechecked the HOT and its ok and the voltage regulator has been replaced (twice actually--whats causing them to go is a bit of a mystery)  I haven't checked C36, c38 (simply becasue I have no way to test capicitors) So what else causes the blown fuse condition?

NM, I check C38 and it was obviously shorted--solved my problem.

C38 and C36 fail alot. See Bob Roberts' page describing the testing and replacement of this part (which he also sells).
