Problem with "Input (this game)" in Mame

I'm having trouble with changing the controls in games. I was able to change the controls successfully in Toobin', but when I try and change the controls in Mortal Kombat or any other game it is changing the General controls also. I am making sure I am only changing them in the "Input (this game)" but the general controls are being changed also. I have Mame .83

Do I need to do something different to get it let me change the controls for individual games??

Do I need to modify something in the mame.ini file??

What confuses me is that it worked for toobin, but not for other games I have tried.
