Has anyone been able to compile Z26 emulator?

I am trying to re-compile Z26 Atari 2600 emulator mainly to change the keyboard mappings to something that will work with my cab. I made the mods to the source code ,which were pretty straight forward. It appears to be written in C and assembly. The batch files included with the source have some references to what I believe is a linux/unix compiler called tcc. I guess my question is has anyone compiled this on a windows system and are there any guides to compiling z26 similar to what there is for mame?
Has anyone found a way to re-map the keys in this Emu?
I am trying to compile it with MS visual c+ & microsofts assembly driver development kit
