Crazy video issues with mame and arvade VGA

Ok. so this is like the 6th arcade vga ive setup. I do them all the same and this one has fought me every step of the way.
 Here are some pictures so everyone can see JUST what the porblem looks like. maybe this can be a VERY VERY helpfull thread if I have read about other people with video problems similar to this.

probs such as, wonky weird vector games

vertical games squished(I did use the res tool for the ini files, could I have done it wrong as far as the vert games go? there are some like MK that play small)

and this is a vert game money money, now if you were to play a game like robotron id be the right size but the verts are gofy, could I have messed up the .ini resizer?  heck the tool doesnt even work on this pc..well 4 of mine.. i had to make them on my laptop and transfer the files over

and world class bowling beeing weird and displaying small. I have messed with the settings globaly but it just makes more problems elsewhere for me.

and something in windows looking wrong.. is there a setting i missed? i tried 16bit and 32 bit color under multiple resolutions.

Not to jump to conclusions but when did you receive the AVGA card?

I know Andy did move to a new chip on the AVGA just last week....I wouldn't think it would make a difference, but the new chip 'might' have something to do with it.

You might be well advised to send Andy a quick email so that you can eliminate the card as the source of the problem.

well the card is more than a few months old but the project is just getting underway. I dont know why it would matter but I have used a number of arcade vgas and they have all preformed great!!!

since you have used them before, do you have a known working one you can throw in to test?  This would certainly narrow it down to either hardware or software.

This kind of issue I really need an email about rather than just posting here, otherwise I can't help out!
This appears to be the older card, and so if other cards worked with the same setup, there is clearly a problem that needs to be looked at. Please can you email me about this.
