Don't quite understand the question.
The only MAME version with a GUI is MAME32 which is poos.
If you mean what is the best frontend you are going to get a whole lot of different answers, if you mean what version of MAME you will get different answers to.
Personally I use Windows command line MAME with MAMEWAH as a front end which I find excellent, it supports multiple platform emulators and is good for low and high spec PC's. I hear Howard's FE "Dragonking" is pretty awesome but haven't used it.

wow... do new people even bother looking at the forum they are posting in.

PixelCloud - this subforum is pretty much dedicated to MAME frontends... what does what, updates, faq's, troubleshooting....

Do some reading and most of all, try out some frontends for yourself.  There is no "best" FE and there never will be.  They all offer different feels, looks, and options.  THe only way to really find out what is best for you is to try them out yourself.

To narrow the field a bit, some of the most talked about FE's around here are MameWah and DragonKing.  Mame32 is also a very simple FE.  Emulaxian and 3D arcade are other options, among many others.  Do a bit of reading and trying, and I'm sure you'll find one you like.

And for the record, they'll all have a GUI, and speed is more sensitive to the MAME version and computer specs.  Frontends don't, for the most part, bog down the system at all.

As the others say, you would be best off finding the version of MAME you want first (commandline preferable, ie not MAME32), then using a separate FE...
