Is this a PAL game?

I recently aquired Simpsons Wrestling for the PSX and when I pop it in the Playstation I can see everything, but it constantly scrolls upwards...

I'm almost positive this is a symptom of a PAL game in an NTSC Playstation, but I just wanted to get confirmation.

Also, I'm getting my DMS3 modchipped PS2 back sometime in the next few days and I'm wondering if the chip will allow me to play PAL games.  I've never read anything stating it will or won't, just that you can play imports, but Japan is NTSC so that is import too and probably what is meant by "import".

if its black and white while scrolling, then it is a PAL/NTSC issue.
the DMS3 will get around regional lockouts but it wont display PAL on an NTSC tv.  you need to either patch the game or get a multimode compatible tv..

Hmmm... It's in full color   does that mean it a different problem?

the disk is burned
downloaded with bittorrent
PSX is modded with stealth modchip
