Distortion of image on TV using S-Video

I am tring to get Mame running on a 27" Sanyo DS27820 TV using S-Video from a Geforce4. Every resolution that I have tried, including the "Generic TV" setting in Windows has given me a distorted image along the right side of the TV. Also the screen distorts even more when there is movement on the screen.

I've read in several other threads in this forum that arcade monitors require a 15Hz refresh rate, is the same true for TV's?
