Is touchscreen capable the same as touchscreen? This may be a dumb question, but I want to make sure this is all I need.

Usually, touchscreen capable means that an optional touchscreen panel can be added/incorporated onto the monitor to give it touchscreen functionality.  So to answer your question, touchscreen capable is not the same as touchscreen.
