RCA 36" Proscan TV dead

We use this TV for PS/2 only.  One day, it  wouldn't turn on.

I checked the cables,  power, etc.  The TV has a detachable power cord like most PC's.  I pulled that out and noticed that there is no ground "male" on the TV's "female" connector.  

Is it possible that is the problem?  It could have been broken off by any number of crazy kids tugging on the power cord in my basement.

I didn't see any fuses on the outside of the cabinet.
