TV tuner for an arcade monitor?

One of the arguments for using a television seems to be that you can also use it as a TV while an arcade monitor can only be an arcade monitor...
But couldn't you get a pci tv tuner card for your pc or a video card with a tv tuner and output a tv signal to the arcade monitor?  Then you would have your arcade perfect picture and be able to watch Sanford and Son re-runs!  Has anyone done this or is it possible?

You may able to get a composite to RGB or RGBHV converter which can output at 15Khz, and then just switch the leads.
