Block 'o blank screen?

My monitor needs a degauss BAD...or maybe just a new damn monitor period.  Anyhoo, I finally got my MAME up and while all the computer screens displayed okay, when I loaded Street Fighter Alpha 3, there was like a 2" x 2" block of nothing near the bottom of player-2's side of the screen.  WHAT is THAT?!?
