I've heard similar things, Paige.
My wife opened a new PayPal account for some items she wanted to sell on eBay. All she wanted to do was collect the money, and send it to me.
So there's $500+ in the account after selling everything. She goes to send it to me, and they state they can't do it unless she adds a credit card to the account! Now, why is that? If someone is sending/recieving existing balances, why do they need a card?
I wouldn't take PayPal myself, except some people whined about me *not* taking it, and sales were a tenth of what they are now. Started taking non-credit card PayPal, and viola.
Paige, perhaps you could open one of those no-fee checking accounts just for PayPal. That's what I did, and I rarely keep any money in there, just in case.
