I have just wired up a scart connect to enable me to test my ArcadeVGA card with a TV (arcade monitor hasn't arrived yet!)
After installing arcadeVGA drivers i am getting sync problems when machine boots into windows 98.
This is what happened:
when first i booted the PC the DOS post screen was displayed correctly on the TV. The windows98 splash graphic was displayed (only the top half fitted the screen but else it was ok). windows 98 desktop was sucessfully displayed in 640 x 480 res with screen in interlace mode (flickering).
new hardware wizard detected ArcadeVGA and so browsed to ArcadeVGA windows 98 dir on the Ultimarc CD. Installed the driver software.
Restarted windows 98. DOS Post & windows splash screen displayed ok.
when windows starts get very strange display scrolling (assume maybe a sync issue?)
getting a red and black horizontal bar travelling up the screen, whilst at the same time getting diagonal bars travelling right to left. appearance of these bars seem to be identical - seem to be displaying part of the windows desktop, they are same color of the desktop and can just make out image of shortcuts.
any ideas how to resolve this?
also... i am only get a display on TV if plug into the top VGA socket. if i plug into the lower VGA socket the TV display is blank. But everything i have seen online says I should actually be using the lower VGA socket. any ideas why?

Use the middle connector for your TV/Arcade monitor. The other one is for a PC monitor (note this will only work once you have installed the driver).
If you have an ArcadeVGA I would strongly recommend using Windows 2000/XP. If you have to use 98, make sure you have second edition.
Regarding the scrolling bars, this can more than likely be corrected by adjusting the h/v freq. pots on your monitor.

Can i ask where you managed to get a VGA to Scart lead from... or did you have to build your own?

I think SCART is just plain old RGB so you should be able to wire it yourself pretty easily; or buy a lead.

i got the VGA cable with the ArcadeVGA (it had VGA connector on one end and plain wires on the other (red,blue,green, horiz sync, vert sync and ground)
i bought a scart plug and wired it up.
