I like it, good design, but...
Do you have the buttons color coded as in the directions, or are they all black?

I would just use graphics of the buttons.
The buttons look cool with the cabinet logo in them, but if that is not what is on each of the buttons, it makes it a little confusing.

You also have "Master" and "Player 1"  both in red. They are the same button, just call it "Player 1".
Also, the yellow button is called "Button 4". Is that listed on the control panel?

One more thing, the joystick looks flat, add some outline or shadows.

Good luck

What type of back drop is this going to be behind?  If you're leaving the background white, and the rest of your cabinet is black, its going to stand out A LOT.  You want to make sure that your colors match your cabinet, and you're not clashing heavily, especially in areas near the monitor where a person will be facing most of the time.  If your cabinet and control panel is black, I highly suggest making your instruction card black with white or some other type of color for the text.
cool sci-fi wallpaper backgrounds also make for some good eye candy.  www.deviantart.com has loads of them, just don't post them online claiming their your ideas or anything and you'll be fine.

Sorry, i should set the scene a little more.  the cabinet is white plastic with only a single green stripe running
along its side.  The instructions are below the monitor but low enough not be in the way.
